So far, existing committees on deterrence were generally confined to military level strategy issues. "They were only talking about specific military operation systems, and they need to report to a higher-ranked headquarters, which takes time for them to undertake the measures in reality. Compared to that, the newly formed Extended Deterrence Strategy and Consultation Group is a more broad strategy and policy making group and very much independent."
